Westerfield of Ce- dar Rapids. The elder Mr. Wester- field is well known to nearly all Iowa newspapermen as the aMes- man in Iowa for the Mergenthaler Linotype Co. for many years. Governor George Wilson has made a recent appointment which we heartily approve. It is of Tom Purcell, well known editor of the Hampton Chronicle, to the State Printing Board. Tom has long been both an outstanding weekly newspaper editor as well as an out- standing Republican. He will llring a wealth of common sense and sound newspaper experience to the printing board. pARTY IN I'O%VER HAS TREMENI)OUS ADVANTAGE During 1938, the government sent through the mails, postage free, 885,269,000 pieces of mail, or over 94 million tons. If the regular postage rates had been charged, this would have brought in 35 mil- lion dollars. During the last year of the Hoover administration, 319 million pieces of mail were sent out, free of charge. And this is exclusive of all mail sent direct by the postoffice department. The circulation of this immense amount of propaganda naturally gives the party in power a great advantage over the "outs" who want to gct in. If the government were a pri- vate ,business, marc than half of this expense would ,be eliminated. Contemplate the army of clerks, stenographers and statisticians ne- cessary to prepare this matter• The government should fire about two- thirds of these employees, put them on relief if necessary. That would lighten the taxpayers' load many millions of dollars.
